The delineation of responsibilities for eco-environmental protection in Lingao County lags behind, the responsibilities of relevant functional departments of the county and the county comprehensive administrative law enforcement bureau are unclear, buck passing, and supervision and law enforcement are not in place. Since 2020, the relevant functional departments of Lingao County have transferred 408 cases involving ecological environment to the county comprehensive administrative law enforcement bureau.
