Lingao County actively promotes the construction of ecological civilization and ecological environment protection. Establish a long-term mechanism for ecological and environmental protection, list the construction of ecological civilization and ecological and environmental protection as important indicators of performance appraisal, and establish supervision mechanisms such as "red, yellow and green bright card control" to supervise the implementation of ecological and environmental protection tasks. We will continue to strengthen the construction of pilot projects in the national ecological civilization pilot zone and promote the creation of "International Wetland city" and "National Forest City". Promote the application of clean energy and complete the construction of 220 charging piles since 2020. Accelerate the development of prefabricated construction industry. Since 2018, 18 prefabricated construction projects have been completed with a total area of 1431850 square meters. Lingao County attaches great importance to the supervision work, and has solved the ecological and environmental problems around a group of people by supervising and implementing the reform. As of November 9, 238 problems reported by the masses had been completed and 194 had been completed at different stages, of which 68 had been ordered to rectify; 11 companies were punished, a fine of 11017 yuan was imposed, 2 cases were filed for investigation, 3 people were detained, 2 people were interviewed and 8 people were held accountable.

The inspector pointed out that although the ecological environment protection work in Lingao County has made some progress and achievements, there is still a large gap in the decision-making and deployment of the provincial Party committee and the provincial government on ecological civilization, especially the high-quality development requirements of Hainan free trade port and the people's expectations for improving the quality of ecological environment.

Some leading cadres in Lingao County did not put ecological and environmental protection in a prominent position, the concept of ecological and environmental protection was not firmly established, they were blindly optimistic about their own ecological and environmental quality, and lacked research and overall planning. In order to deal with the serious problem of lack of management and pollution of mines and gravel sand making plants fed back by the provincial special inspector for air pollution prevention and control, Lingao County printed and issued the notice on stopping production for rectification and fully implementing air pollution prevention and control measures, requiring the mining enterprises in the county to stop production for rectification, but did not specify the period of stopping production for rectification, did not formulate the classified guidance of "one mine, one policy" rectification measures, and there was a "one size fits all" Question.

The Forestry Department of Lingao County did not pay enough attention to mangrove protection. In October 2020, it made a negative response to the verification and remediation of mangrove and Casuarina equisetifolia deaths in the county-level nature reserve of Lingao Xinying wetland transferred by the Provincial Forestry Bureau, and delayed the verification and remediation, replanting and judicial appraisal.

People's demands and reports have not been resolved for a long time. During the period when the inspection team was stationed, 238 complaints and reports were received from the masses, and some people with key problems reported and complained for many times, but they failed to attract the attention of the relevant departments of Lingao County, and the relevant problems were not systematically and fundamentally treated, resulting in a serious rebound and long-term existence of the problems.

Second, the responsibility system for ecological and environmental protection is not perfect.

The delineation of responsibilities for eco-environmental protection in Lingao County lags behind, the responsibilities of relevant functional departments of the county and the county comprehensive administrative law enforcement bureau are unclear, buck passing, and supervision and law enforcement are not in place. Since 2020, the relevant functional departments of Lingao County have transferred 408 cases involving ecological environment to the county comprehensive administrative law enforcement bureau. As of the time of supervision, only 143 cases have been handled, with a handling rate of only 35%.

The illegal recycling and dismantling site of motor vehicles in toupu village, Lincheng town covers an area of more than 7000 square meters. Scrapped motor vehicles are stacked in the open air. A large number of waste engine oil and waste lead battery electrolyte pose environmental risks to the surrounding water and soil environment. The seven mines that have passed the acceptance in Lingao County have not strictly implemented the ecological restoration plan, and there are still problems such as the high and steep slope of the mine pit and the left long and narrow plots are not treated, the edge of the mine pit close to the road is not provided with safety protection facilities, and the supplementary planting work in the mining area is not carried out as required. Some mineral sand and stone processing enterprises have not implemented air pollution control measures. The sand and stone processing point in Nanhe village and Huaying quarry in dianpian village discharge sand washing wastewater into the pit through concealed pipes, polluting the water body for a long time. There has been a long-term phenomenon of private and illegal quarrying in Xinying town and Bohou Town, and many cultivated land and forest land have been excavated. The stone workshops around pianshi village in Xinying town are "blooming everywhere", polluting the surrounding environment. The prevention and control measures for hazardous waste pollution in the shipbuilding industry in Lingao County were not implemented in place, and the problems such as open storage of hazardous waste, nonstandard label and identification, random scattering of paint residue did not meet the requirements of the pollution control standard for hazardous waste storage.

Third, the inspector feedback problem rectification work is not effective.

The county housing and Urban Rural Development Bureau failed to comprehensively deal with the problem of random stacking of construction waste fed back by environmental protection inspectors and repeatedly exposed by the media, and did not establish standardized construction waste utilization and treatment facilities, resulting in zero standardized utilization rate of construction waste. The inspection team found more than 20 illegal stacking sites of construction waste in Bohou Town, Diaolou Town, Xinying Town, Dongying Town, Duowen town and other towns, of which 3 sites have an area of more than 2000 square meters, and the leachate directly seeps underground, seriously polluting the environment.

The revision of beach planning for aquaculture waters in Lingao County is not scientific and rigorous enough, and some ecological red lines are not designated as no aquaculture areas. The "three zones" are redefined in the revised plan for aquaculture waters and beaches in Lingao County (2021-2030) in 2021, which makes it clear that the aquaculture area to be returned is 1099.93 mu, a decrease of 761.97 Mu compared with the previous one. Since 2020, although Lingao County has carried out aquaculture clearance and reported 739.82 mu of aquaculture ponds that have been cleared, it is only in the state of stopping aquaculture and has not signed a clearance agreement with farmers.

Relevant departments of Lingao County have not fully implemented the responsibilities of aquaculture tail water supervision and guidance, and the problem of direct discharge of aquaculture tail water is more prominent. The inspectors found that 15 aquaculture tailwater outlets exceeded the standard, of which the maximum concentration of chemical oxygen demand and active phosphate exceeded the class I standard of aquaculture tailwater discharge standard by 1.24 times and 18.92 times respectively. There are 18 mariculture projects above Designated Size in Lingao County that need to go through EIA procedures, and only 4 have gone through EIA procedures.

Fourth, the situation of air pollution prevention and control is grim.

Since 2019, the ambient air quality of Lingao County has gradually deteriorated, ranking lower in the province for two consecutive years. As of the first half of 2021, only 291 non road mobile machinery have been declared in Lingao County, with a completion rate of 36.3%; 228 licenses have been issued, with a completion rate of 28.5%.

Fifth, there are still shortcomings in water environment treatment.

Dunling, heco, Luotang, Meirui, model, cadre school, Donghong, Hexun and Helang reservoirs have long been unsupervised in livestock and poultry breeding. There is a lot of garbage floating in the lower reaches of Kangda River, and the river is black and smelly. The domestic sewage along the Calais river has been discharged directly to the Calais river through 25 sewage outlets for a long time, and the total phosphorus and total nitrogen concentrations of the river water body exceed the class IV standard of surface water by 1.9 times and 7.3 times respectively.

The County Water Affairs Bureau is not aware of the difficulty and urgency of urban sewage treatment, and the construction of sewage pipe network is slow. The centralized collection rate of urban sewage in the county is only 37%, which is lower than the provincial requirement of 45% in 2021. The Lincheng town sewage treatment plant has been overloaded since May 2019. The sewage along the Wenlan river is directly discharged into the river through 6 sewage outlets. There are practical problems in the Xinying town sewage treatment plant The problem of "double low" of chemical oxygen demand of physical quantity and influent concentration. The sewage interception and grid connection of Kangda river is not complete, and there is still the problem of direct discharge of domestic sewage. Domestic garbage can be seen everywhere in the river, resulting in serious pollution.

The progress of rural domestic sewage treatment in Lingao County is slow. By the end of June 2021, the proportion of natural villages in the county that have completed treatment is only 13.8%. The sewage treatment facilities in Boya village of Xitian village committee and Gonghua village committee in Lincheng town are not in operation or operate abnormally; the domestic sewage of farmers near the sewage treatment facilities in wenchaoxin village of Yangda village committee in Bohou town is not collected, and the sewage is directly discharged to the road. Lingao County The protection and safety management of drinking water sources by relevant departments are not in place. The water quality of 26 water sources in the county exceeds the standard, including 1 surface water and 25 groundwater.

If the rectification is not in place, the responsibility will not fall In particular, for prominent problems such as media exposure and negative typical cases, relevant departments should be instructed to further conduct in-depth investigation, clarify responsibilities, and be seriously, accurately and effectively accountable in strict accordance with relevant requirements. Those who need to carry out ecological environment damage compensation or need to file public interest litigation should be handled in accordance with relevant regulations.

The inspector stressed that the Party committee and government of Lingao County should study and formulate the rectification plan according to the inspector's report, submit it to the provincial Party committee and government within 30 working days, copy it to the Provincial Leading Group Office of ecological environment protection supervision, and submit the rectification progress within 6 months. The rectification plan and rectification progress should be reported to the society through the county's main news media in time in accordance with relevant regulations Open.

The inspection team also sorted out the problems found in the investigation of responsibility for ecological environment damage, and will transfer them to Lingao County Party committee and county government for treatment according to relevant regulations.
